The Manufacturing & Products (M&P) Group has been awarded not one, but two five-year, $21.5M Basic Ordering Agreements (BOA) from Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, PMA-251. These two awards totaling $43M follow Bowhead’s continued and successful execution of the Aviation Data Management and Control Systems (ADMACS) BOA.

The ADMACS BOA was awarded on March, 2015 for $19.5M and increased to $22M in January, 2018 – the maximum allowed without a Justification and Approval (J&A). There have been twenty Delivery Orders awarded on this BOA with the manufacture, delivery and on-site installations of five complete shipsets of ADMACS hardware, in addition to the refurbishment of four sets of racks and the manufacture of multiple workstations and displays. Bowhead’s Program Management and Contracts personnel have changed during the four years since the award, but the one constant has been the M&P Plano Manufacturing Team. The quality of the product produced and data provided to the customer from this team has been consistent and recognized by NAVAIR.

Direct customer interface is important and invaluable in keeping the customer informed and educated on our status and commitment to customer success. In this case, we want to acknowledge Bowhead’s dedication to the quality of the product and attention to customer expectations. Bowhead turned, what was at one time, a tenuous customer relationship into one where the customer showed their confidence in Bowhead by awarding these two new BOAs.

PMA-251 is the Lead Systems Integrator (LSI) for Aircraft Launch and Recovery Equipment (ALRE). ALRE systems are installed on all types of US Navy Ships including Aircraft Carriers, Air Capable Ships and Airfields. Information Systems is one of the several Integrated Product Teams (IPTs) under ALRE. ALRE Information Systems include, but are not limited to, ADMACS, Common Network Switch (CNS), Aircraft Launch and Landing Enclave (ALLE), ALRE Test and Cyber Operations Range (ACTOR), Landing System Officer Display System (LSODS) and Moriah Wind System (MWS).

The ALRE Contracting Officer recently commented how initially all of the engineering issues identified by Bowhead with the NAVAIR Technical Data Package (TDP) caused tensions with NAVAIR. The award of these two BOAs demonstrates NAVAIR has come to appreciate Bowhead’s attention to detail, rely on Bowhead’s documentation and values Bowhead’s manufacturing quality. Persistence pays off!
